Program Overview
What is HEER:
The Home Energy Efficiency Rebate Program is a new incentive program from Southern California Edison. The purpose of the program is to work with distributors to incentivize consumers to purchase certain energy efficient products and thereby reduce greenhouse gas emissions.
When does it take effect:
The program is in effect now and will continue until 3/31/2021 or until funds are exhausted, whichever occurs first.
The program is awarded on a first come, first served basis.
What are the requirements:
- Qualifying product must be installed within SCE's service territory and the end-user must receive electric service from SCE; this includes single-family, multi-family, and mobile home.
- AC Pro is requiring Contractor's SCE HEER Training certification on file to participate.
- Products must be AHRI Certified and meet SCE product efficiency requirements.
- Products must be installed within 30 days of purchase.

To have your account certified, your company’s owner or designated SCE contact must complete the training and fill out a one-time acknowledgment form. The form will be distributed upon completion of the training.

FAQ - ProductWhat is HSPF?
HSPF is the acronym for Heating Seasonal Performance factor. The HSPF for a system is found on the AHRI Certificate. It is the measurement of efficiency for the heating output of the system of the heating season to electricity used.
Will this apply for equipment that we have in inventory at our shop?
Unfortunately, pre-purchased equipment does not qualify. At the time of purchase, AC Pro (the distributor) will need the end-user information so that the rebate can be applied at the time of purchase. In the case of multi-family we will also need the authorization number. Please see the guidelines on Multi-family rebates.
Will you supply all the AHRI's for the units?
Our systems matchups that qualify are noted as eligible within the Equipment guide and also online. The qualified systems ratings along with AHRI certificates have been approved by the SCE.
What types of systems are eligible?
Heat pumps and variable speed mini-splits (both single zone and multi zone) based on defined efficiencies. Please refer to the appropriate AC Pro Equipment guide for specific systems that qualify.
How is a system qualified for the incentive?
A system is eligible only as a qualifying system AND when the installation address is known and provided at point-of-sale.
When does the system need to be installed?
The qualified system MUST be installed within 30-days of purchase.
How does the end-consumer know that the system is an SCE-qualified system?
The contractor is to explain the incentive and should show the incentive as a line item on the end-consumer invoice for the SCE discount.
Are there any ducted minisplit matchups that qualify for this rebate?
Yes, please refer to the equipment guide or online store for the qualifying matchups.
Does the 2 day turn around for multi-family approval count toward the 30 day limit?
No, the 30 day limit starts at the time of purchase. AC Pro cannot initiate a purchase until the contractor has received and submitted the multi-family authorization number provided by SCE.
If we installed a qualifying system 2 weeks ago. Can the customer back date and qualify?
Unfortunately, we cannot accept backdate rebate requests. The rebates are instant at the time of purchase and must be applied at the time of purchase only.
Installation in Remodeled homes, room additions, etc is ok?
Yes, as long as the address for the install is existing, within the SCE territory, and the end-user receives electric service from SCE.
Is this for existing homes or new construction also?
This is only for existing homes within the SCE territory. New construction does not qualify.
What cities is this available in?
This program is available for cities within the SCE Territory, please refer to the SCE map and zipcode checking tool found at apro.com/sce
Will they need proof of permits?
SCE is not requesting proof of permits.
How does AC Pro qualify an installation site for the SCE incentive?
SCE has provided a listing of eligible zip codes that can be queried on the Ecommerce site at www.acpro.com/SCE, however, it is the contractors responsibility to confirm the end-user receives electric service from SCE.
Is AC Pro responsible for permits?
No
Do multi-family units qualify?
Yes. However, pre-approval must be granted by SCE using the applicable form and there must be a qualified system installed in 2 or more of the dwelling units. Multi-family approval forms are provided to contractors as they are certified. There is a 1-2 day turn around depending on number of approvals that need to be done. Providing the SCE account number for the end-consumer will speed up the process.
How can a customer submit for Multi-Family approval?
The customer must submit the Multi-family approval request form to SCE.Multi-family approval request forms are provided to contractors as they become certified with AC Pro.
What is considered multi-family?
Multi-family requires installation in is 2 or more dwelling units, ie: duplex, apartments, condos, townhomes. There are many scenarios in which a residence type is questionable, so requests will be addressed on a case-by-case basis. Please submit the Multi-family request form to verify eligibility prior to purchase. Please note, in order to qualify for the Multi family rebate, once approved there must be a qualifying system installed in 2 or more of the dwelling units.
For Multi-family residences, does a system have to be installed in both living units, ie duplex?
Yes, in order to qualify for the Multi family rebate a qualifying system must be installed in 2 or more of the dwelling units of a pre-authorized Multi family residence.
Are condo's considered Single Family Residences?
There are many scenarios in which a residence type is questionable, so requests will be addressed on a case-by-case basis. Please submit the Multi-family request form to verify eligibility prior to purchase.
Is the tenant of a multi-family eligible for the rebate? Or do they require the property owner/sce account holder to be incentivized?
If the project site is a SCE customer, then whoever buys the equipment to install at that site is eligible for the discounted pricing. The installing contractor must be SCE certified with the participating distributor.
For the multi-family rebate, if we are installing in a 10 unit apartment do we need to get every individual tenants SCE account numbers?
No, you do not need each individual SCE account number. Only one Service account number is needed to verify the project site is a multi-family. Please refer to the Multi-family application form to submit the request for the entire project site.
So multi-family is only required when you are installing or getting 2 or more rebates for the same address?
No, Multi-family verification is required to install at a multi-family site. Two or more units installed at a site does not mean it is multi-family.
What if you install 2 units in a single family residence, will both units qualify for the single family rebate?
Yes, if you have more than one qualifying system (both indoor unit and outdoor unit) installed in a single-family, both systems qualify for the rebate.
If we have a Single Family residence with a gas fired furnace and the end-user is installing a qualifying mini-split system, are they eligible for the rebate?
Yes, as long as the system being installed is eligible, the job site is within the SCE territory, and the end-user receives electric service from SCE.
If we have a Single Family or Multi-Family residence with an existing older heat pump and we're replacing it with a qualifying system do they qualify?
Yes, as long as the system being installed is eligible, the job site is within the SCE territory, and the end-user receives electric service from SCE.
How are they calculating the rebate tonnage of a system?
The rebate tonnage is calculated by taking the Cooling capacity BTU directly from the system's AHRI Certificate, then dividing that number by 12,000 BTUs, and truncating the digits after the second decimal point. For example: AHRI # 10511840 is for an 18k system, however, the AHRI has a cooling capacity BTU of 17,100. The calculation is as follows: 17,100/12,000 = 1.425, when we truncate 1.425 we get 1.42. 1.42 is the calculated tonnage. Now multiply this calculated tonnage by the systems rebate amount based on it's SEER and HSPF, which in this example are 16 SEER and 10 HSPF, therefore have a $400/rebate per ton. Now multiply the calculated tonnage of 1.42 x $400/ton = $568 total rebate for the system.
Does SCE want us to send SCE or AC Pro a copy of the invoice?
No, we are not requesting copies of end-user's invoices. However, when SCE does their random verification, they are checking to see that the end-user has received the rebate and was provided as a line item on the end-user's invoice copy.
How much of the rebate is to be given to the end-user?
The full amount of the rebate is to be passed on to the end-user. The rebate is intended for the end-consumer and is crucial for the success of the program. If during SCE's random verifications, they find that this requirement was not honored the contractor will be removed from the program and the rebate will be charged back.
How does the end-user receive the rebate?
The contractor is expected to provide the full amount of the rebate to the end-user and include the SCE rebate as a line item on the end-user's invoice. The contractor receives the rebate from AC Pro at the point of sale.
What is the incentive for the contractor?
The contractor can offer their end-user's the rebated price which should help with the decision on purchasing the system.
When is the official start date?
The program has already started, in order to participate with AC Pro, you must become certified with AC Pro.
What is the total program budget?
The SCE program budget is 15M. AC Pro, and other distributors, will be notified months’ in advance of nearing budget depletion.
Is it possible for the program to be extended beyond 12/31/2020?
Yes, the program has been extended to March 31st, 2021 or until funds are exhausted.
Will end-consumers need to fill out a rebate application form?
No, all the information needed to process the rebate will be taken at point-of-sale.
How long does it take to receive the rebate?
The rebate is available immediately at the point-of-sale.
How can a customer get questions answered?

How does SCE ensure all parties involved are complying with SCE requirements for the program?
SCE will randomly audit installation sites and end-consumers to assess program effectiveness. This audit process can, and likely will, include AC Pro and its customers. Failure to adhere by SCE program requirements can result in removal from the program and incentives being charged back.
Are there privacy requirements related to end-consumer information?
Yes. AC Pro will utilize a HIPAA compliant, encrypted platform to store end-consumer data. More information can be found in our privacy policy at:

Our customers are encouraged to inform their end-consumer customers to review this privacy policy which explains CCPA requirements. AC Pro will only use this information for SCE reports that are required for the SCE program.
AC Pro will never share or sell end-consumer data.
How can AC Pro customers purchase qualified systems?
A customer must have an SCE certification within the AC Pro system. This can be achieved by attending a webinar for this purpose. The webinar will explain expectations and constraints within the program. During the webinar a one-time acknowledgment form will be sent to you. Once the acknowledgement form is received and attendance of the webinar is verified, your account will be considered "certified" and eligible for the rebate.
Can we send a picture of the acknowledgement form? Instead of a scanned copy?
Yes, a picture of the acknowledgement form will suffice, however, please make sure the document is legible.
