Important Notice to all Manufacturers, Distributors, Sellers, and Installers of Residential and Commercial Natural-Gas-Fired, Fan-Type Central Furnaces Subject to the Requirements of South Coast AQMD Rule 1111
As of October 1, condensing and non-condensing furnaces offered for sale, sold, or installed within the South Coast Air Quality Management District must comply with a NOx emission limit of 14 nanograms per joule. To view SCAQMD jurisdiction, click here.
The purpose of this advisory is to provide additional notification to manufacturers, distributors, sellers, and installers of natural-gas-fired, fan-type central furnaces that only condensing and non-condensing furnaces certified to meet 14 ng/J can be offered for sale, supplied, sold, or installed after September 30, 2019. There is no sell-through for non-compliant condensing or non-condensing furnaces manufactured, distributed, offered for sale, supplied, sold, or installed after September 30, 2019.
Any party offering for sale, supplying, selling, or installing non-compliant condensing or non-condensing furnaces after September 30, 2019, will be in violation of Rule 1111. Violators of this rule will be liable for penalties of up to $10,000 per day or more. This includes inventory that was purchased prior to September 30, 2019.

South Coast AQMD is offering rebates of up to $500 to residents who purchase and install a compliant furnace that meets the South Coast AQMD Rule 1111 NOx emission limit of 14 ng/J.
On December 1, 2017, the South Coast AQMD Governing Board approved the CLEANair Furnace Rebate Program to incentivize the purchase of compliant products. The first 6,000 compliant furnaces purchased and installed qualify for up to a $500 rebate. Compliant furnaces purchased and installed thereafter qualify for a rebate of $300 for a condensing furnaces and $200 for a non-condensing, weatherized, or mobile home furnace. Rebates will continue until funding is exhausted.
South Coast AQMD is also helping home-builders increase the installation of Ultra-Low NOx furnaces within the district territory by offering incentives for qualified installs directly to the home builder. Upon project approval, home builders will receive rebates of $500 per unit up to the first 2,000 units claimed from the CLEANair Furnace Rebate Program.
